Paine Field Expansion Wetland Mitigation Bank

Snohomish County Airport was able to relocate its runway as mandated by the FAA and create critical areas mitigation for new construction thanks to a 48-acre wetland restoration designed and permitted by The Watershed Company.
The property was sculpted and revegetated to create eight acres of new wetland, and 15 acres of enhanced upland buffer. 80,000 cubic yards of material was excavated. A half-mile boardwalk, two-mile jogging path, and nine interpretive signs were installed to encourage citizen use and appreciation of the mitigation bank: Narbeck Wetland Sanctuary. The Watershed Company provided permit applications, working with Everett, Snohomish County, Ecology, WDFW, U.S. Environmental Protection Agency, and the Corps.
For seven years, scientists monitored performance of the $3.5 million project, completing annual reports on hydrology, water quality, vegetative cover, and wildlife. The mitigation met 100% compliance a year ahead of schedule because of excellent design and aggressive adaptive management to ensure habitat improvement.
