Pioneering the future of mitigation in Washington State, Chelan County Natural Resources Department is developing one of the State’s first In-Lieu Fee Programs. The Lake Chelan project establishes a framework for maintaining and improving habitat around the lake while streamlining permitting and enabling responsible development. Applicants will be able to pay a one-time fee into the Program fund based on their project impacts. Within three growing seasons of the first fee collection, the In-Lieu Fee Program will break ground on a mitigation project from a prioritized roster to generate mitigation credits. The easy-to-use system simplifies permitting for applicants and guarantees that mitigation addresses impaired aquatic resources on a watershed scale.

The Watershed Company completed the documents needed to institute the Lake Chelan In-Lieu Fee Program, including a watershed-scale analysis of natural resources in the Lake Chelan sub-basin. The Chelan County In-Lieu Fee Prospectus has been completed, and the Program Instrument is under final review.
