The Watershed Company completed State and Federal environmental permitting for a new fish hatchery at Chief Joseph Dam and several acclimation ponds. Permit work for the hatchery, acclimation ponds, park and offices included preparation and submittal applications for Section 10, Section 404, 401 Water Quality Certification, and NPDES hatchery permits. Permitting was complicated by jurisdiction questions surrounding EPA versus Ecology. Staff identified additional entities that required approvals, including WDNR, and assisted in the resolution of SEPA compliance.
The firm also designed a hatchery landscape plan with a shrub-steppe restoration, as well as restoration and mitigation plans for riparian impacts.
